
RUSSIA — Russia has responded with sharp criticism to the UK’s latest sanctions targeting its radiological, chemical, and biological defense leadership. On Monday, the Russian Embassy in London issued a statement dismissing the measures as “meaningless,” “futile,” and “self-revealing,” accusing the British government of attempting to deflect attention from alleged chemical weapon use by Ukrainian forces backed by Western allies.
The UK imposed asset freezes and travel bans on Lieutenant General Aleksey Rtishchev and his deputy Andrei Marchenko, citing their roles in the transfer and use of chemical weapons in Ukraine. Also sanctioned was the Scientific Research Institute of Applied Chemistry, which British authorities allege supplied riot control grenades used in combat—an act the UK claims violates the Chemical Weapons Convention.
Russia’s reaction suggests it views the sanctions not as a strategic threat, but as a political maneuver. Russian officials claim the UK’s actions are intended to distract from what they describe as “extensively documented instances of toxic agents being used by Ukrainian armed forces.” Moscow accuses the West of supporting “terrorist proxies” in Ukraine and deflecting scrutiny from their battlefield conduct—though these claims have not been verified by independent international investigations.
The UK’s Foreign Office maintains that the sanctions are part of a broader international response to chemical weapon deployments observed in Ukraine. Intelligence agencies in several European countries—including the Netherlands and Germany—have reported increasing use of banned agents such as chloropicrin by Russian units. British officials say these measures are meant to send a clear message: violations of international law will not go unanswered.
